Organizing Authority for the 2011 World Championships is Ålesunds Seilforening in conjunction with the International 2.4mR Class Association. Races will be held in Aalesund, Norway
 
1 Rules
1.1 The regatta will be governed by the «Rules» as defined in The Racing Rules of Sailing (RRS).

1.2 No National Authority prescriptions will apply.

1.3 The Equipment Rules of Sailing will apply.

1.4 The 2.4mR Class Rules will apply.

1.5 Rule 63 will be changed to require that arbitration will be used prior to protest hearings for protests involving two boats and Rules of Part 2.    

1.6 If there is conflict with the Notice of Race, the Sailing Instructions shall prevail except that neither shall change nor alter any Class Rules. This changes RRS 63.7.

1.7 If there is a conflict between languages the English text will take precedence.

2. Advertising
2.1 The ISAF Advertising code will apply.

2.2 Competitors may be required to display one of more event sponsors advertising on their boats and or sails.

3 Eligibility And Entry
3.1 The regatta is open to all boats of the International 2.4mR Class. All participants shall be current members of their National Class Association or a member of the International Class Association.

3.2 Eligible boats may enter by completing the entry form at the offical event website; www.24worlds.org. Fully completed entry forms and payment must be completed no later than July 12th, 2011

3.3 Late entries will be accepted with an additional fee that is 12% of the entry fee.

3.4 Payments shall be done online as part of completing the entry form. VISA and MASTERCARD are accepted. If there is someone who can not use VISA or Mastercard online, an alternative entry form can be manually filled in and sent by e-mail to entry@24worlds.org. 3.5 A boat is not registered until its regatta fee is paid, proof of required Class Association membership and third party insurance is provided, valid measurement and floatation certificate  are presented and measurement checks are satisfactorily completed.
 
4. Required fees

4.1 Required fees are as follow:
Entry: € 250,-
Late entry:  € 280,- (€250 + €30)

4.2 Fees cover the following per boat: launching, hauling, dock space, trailer storage, opening party, mid-week party and final prize party.

5 Electronic positioning equipment
Competitors may be required to carry on board positioning equipment as specified by the organizing authority. A boat shall not be given redress based on a claim involving this equipment. This changes rule 62.1

6 Classification

The ISAF Classification Code will apply.

7. Regatta format and schedule of events
7.1  All races shall be held as fleet races. If there are more than 100 entries, the regatta may be split into ‘gold’ and ‘silver’ divisions after a qualifying round, at the discretion of the OA.  

7.2 Measurement and inspection:
Wed 10th. – Fri 12th August; Measurement early arrivals
Saturday 13th August; From 10.00 to 18.00
Sunday 14th August; From 10.00 to 18.00
Monday 15th August; From 10.00 to 12.00

7.3 Registration:
Saturday 13th August; From 10.00 to 18.00
Sunday 14th August; From 10.00 to 18.00
Monday 15th August; From 10.00 to 18.00
   
7.4 Dates of racing:
Mon 15th; Practice race, start 14.00
Tue 16 th; 3 races, first start 11.00 
Wed 17th; 3 races, first start 11.00 
Thu 18th; 3 races, first start 11.00 
Fri 19th; 2 races, first start 11.00 
   
7.4 On Friday 19th no warning signal will be given after 15.00

7.5 All boats shall be afloat before Monday 15th  August 13.00.

7.6 No more than four races shall be sailed in one day. If the regatta is behind schedule, four races may be sailed in one day when three races were scheduled.

8 Measurements
8.1 Each boat shall produce a valid measurement certificate.

8.2 Each boat shall produce a floatation certificate issued by an Official Measurer, or be floatation tested according to Rule B.4.1 and C.5.2(b).
 
8.3 Measurement checks and inspections may be made at any time at the discretion and direction of the Race Committee.   

9 Sailing Instructions

Preliminary sailing instructions will be available May 9th 2011 on the official event website; www.24worlds.org. Final sailing instructions will be available at registration.

10 Venue
See the official event web site; www.24worlds.org, for maps over the race area and the onshore event area.

11 The Courses
The courses will be a windward – leeward – windward configuration with a race duration of 60-90 minutes, unless the fleet is split, in which case a trapezoid course may be used.
   
12 Penalty System
Decisions of the International Jury will be final as provided in Rule 70.5.

13 Scoring
13.1 The Low-Point Scoring System of Appendix A will apply.     

13.2 There will be up to 11 races sailed, of which 6 are required to be completed to constitute the World Championship.

13.3 a)  When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores,

b)  When from 6 to 9 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score,

c)  When 10 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

13.4 If the fleet is split into Gold and Silver divisions, excluded scores may be applied separately to qualifying and championship sets of races.

14 Support Boats
Coaches, team leaders and representatives from participating nations shall be registered at The Regatta Office before the first racing day. Support boats shall fly their national flag or a flag with their three national letters clearly displayed, or their three national letters on each side of the boat.

15 Berthing snd Haul-out Restrictions
Boats shall be assigned dock space and shall not be hauled out during the regatta except with written permission of the Race Committee. (Alt. boats may be hauled according to a schedule.)
   
16 Diving equipment and plastic pools
Underwater berthing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.

17 Radio Communication
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

18 Prizes
Prizes will be given as follows: day prizes every day and Friday 19th overall prizes.

19 Disclaimer of liabillity
Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with prior to, during, or after racing.

20 Insurance

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 600.000 per event or the equivalent.
